Community Based Disaster Risk Management (CBDRM) 

Community Based Disaster Risk Management (CBDRM) is a holistic programme that seeks to enhance the disaster management capacities at the community level. The approach of CBDRM is to empower the community through community engagement and participation. Through CBDRM activities the communities identify their vulnerabilities and capacities and work towards increasing capacities to create a resilient community. This process also identifies in advance, action to be taken by each community member so that each one knows what to do in case of an emergency/disaster. 

 

Community-Based Disaster Risk Management (CBDRM) Training of Trainers (TOT)

  • Community Based Disaster Risk Reduction-Training of Trainers is an 8 day program which is mainly targeted for the MNDF Officials, but also includes personal from other stakeholders like MRC, UNDP etc. 
  • The purpose is to recruit MNDF trainers and build their capacity to implement DM plan development and DM unit formation in the islands. Similarly to build technical capacity of NDMC staffs in CBDRM and increase the awareness and capacity in CBDRM within the stakeholders and partners
  • This short course involves modules on Training of Trainers such as facilitation skills and training development theory.
  • Modules after that focused on basic Disaster Management terminologies and concepts followed by demonstration of the tools used to conduct a community Vulnerability and Capacity Assessment (VCA) using a case study. 

 

Island Disaster Management Planning (IDMP) Workshop

  • Community Based Disaster Risk Reduction program is a 6 day program which is targeted for the local stakeholders and locals in the island. 
  • The purpose is to raise awareness, prepare the community and implement disaster management plan into development and  formation of DM units in the islands. 
  • This short course involves modules on the basic concept of disaster management terminologies and concepts followed by demonstration of the tools used to conduct a community Vulnerability and Capacity Assessment (VCA) for the island.

 

Community Emergency Response Teams

NDMC is mandated to organize and conduct various programs needed to prepare the public both natural and otherwise, and raising government and public awareness of such event. NDMC is also required to establish and coordinate the legal and administrative system required to have government ministries, private sector, groups and organizations and individual citizens coordinate for any work that needs to be carried out in a centralized manner due to disasters or natural otherwise1.


NDMC is currently working to establish the capacity and needed resources in each island community in Maldives ensuring a fast, efficient and effective response to emergencies. The purpose of the Community Emergency Response Team (CERT) is to establish community-based, well-trained emergency humanitarian responders in each island who will take up immediate emergency response roles. These teams will be managed at island level by the Local Island Councils.

Aim and Objective

The aim of CERT is to mitigate and control emergency situations during its initial stages. The primary objective of CERT is to respond to all Island level emergencies. In order to carry out the primary objective CERT shall be able to;

 React and respond efficiently and effectively
 Attend to those affected and most vulnerable
 Take action to mitigate any further loss or damage
 Carry out initial field assessments to assess the situation
 Coordinate further relief efforts
